Organization of the local self-administration

Organization of the local self-administration is regulated by documents passed by the Assembly of the Municipality of Tomislavgrad: Statute of the Municipality of Tomislavgrad, Regulations of the Local Communities and The Decision of Establishment and Organization of Local Communities in the Territory of the Municipality of Tomislavgrad.

Local community as a legal entity is hereby entered in the register of local communities run by the authority of Municipal administration.

Local communities carry out their activities, run business and participate in legal transactions under the official name:” Name of the local community”, residence of the local community, Municipality of Tomislavgrad”.

Administrations of the local communities are made of: Local Community Assembly and Assembly of Citizens of the Local Community.

 Local communities are represented by the president of the Local Community Assembly. President organizes and runs the business of the local community.

Finance of the local communities

Local communities are financed by following sources:

• Citizen funds jointed by voluntary self contributions or in some different way
• Compensations for services and other profits gained by activities of local communities
• Revenues provided by the Municipality for planned activities of local communities
• Donations and other funds

Things, legal rights and financial assets are the integral property of the local community. Local communities vouch for their responsibilities through all of their assets.

Supervision of the work of local communities

Activities and decisions of the bodies of the local community are supervised in terms of legal obligations and harmonized with the Statute, Local Community Norms, regulations and other acts of the Municipality.

Supervision in terms of legal obligations is carried out by the Municipal Council.

The Municipal Council is entitled to annul decisions made by local communities if they are in violation with the law, the Statute, regulations of Municipality and Local Community Norms. Municipal Council can make a proposal for the dismissal of the president of the local community if they break the law, Statute and regulations of the Municipality, as well as Local Community Norms and if they do not carry out delegated work.

Local Community Committee is the body of the Municipal Council and as such it follows the work of local communities and informs the Municipal Council if there are any violations of the law or non-compliances with the Statute, regulations and other acts of the Municipality, as well as with the Local Community Norms.

Bodies of local communities are obliged to provide decisions and meeting minutes about their work to the Local Community Committee.

The Mayor of the Municipality monitors the work of the bodies of local communities through the work of municipal administrative and technical services which keep track of the work of local communities and the Mayor informs the Municipal Council if there are any violations of the law or non-compliances with the Statute, regulations and other acts of the Municipality, as well as with the Local Community Norms.
